In this Post is the draft (but still not approved) October 31, 2019 OSRP that its author (Barbara Davis, Land Conservancy of NJ) sent to 6 Township officials on 11/21/2021. It includes the missing Appendix H. Appendix H was present in earlier versions of the Davis draft – but not in the one originally sent as final by Ms. Davis.
This corrected version appeared on the Township website in late November, but only for 2 weeks. It was removed (by accident according to the Clerk’s office) and then replaced Thursday 12/16/2021 in the “recent documents” section at the bottom of the Planning Board page on the website.
Davis has clearly asked the Town to treat the version which is currently avaiabe on rthe Town Website – and available below – as the corrected version in her 11/21/2021 email.

Appendix H provides access to 3 documents which together verify that the Township had, in 1966, identified to Green Acres many properties which it specifically told Green Acres were protected recreation and/or conservation properties whose use would remain protected in perpetuity. 1) One of those documents is a map of the entire Town with the protected properties identified in green ; 2) a second document is Ordinance #1279 adopted on May 8, 1966. It is primarily a list of properties by Block and Lot (as of the then official tax map numbering) which are specifically said to be for recreation/conservation use only; and 3) the third is a Town/State agreement wherein the Town (its Mayor) promises to protect the previous and newly identified protected properties in return for the State’s half funding of the purchase price of a property in southeastern Teaneck on the Route 4 border which the Town bought in order to specify that it become parkland.
